Why do some love to torture very ticklish people?

psychologically even if a person hates being tickled they laugh which in another person's mind sounds like they are having fun so they keep doing it. Imagine someone smiling and laughing telling you that they hate what you are doing. You would not take it so seriously. Now if people screamed in pain with a grimaces on their face when they got tickled I doubt others would keep doing it.
