Why is George Bush still "bombing" innocent civilians in the Mid-east?

It is like Vietnam, first Kennedy, then Johnson, then Nixon were Presidents during the war, the biggest time was Johnson's, but it was still just as brutal in Nixon's time. When a President inherits a war, it goes on. And a suicide bomber was local, not the US, so Bush, Obama or any other President had nothing to do with it.
